Reading on and around this quote from the LibertyTree folks, I am considering that Jefferson was warning once again about the ability of whatever gov dot org is empowered to bring "ruin" on the People.

 

He was strident about allowing social contracts taking place of actually making decisions and in turn participating in governing by The People. Thinking this is one more thought about lazy people ought not be given ability to elect their sheep dogs..
