While i agree a parenting license might not be a bad idea, i think 21 might be a more reasonable limit. That's how old my parents were when they started their family of 7 kids. We were a typical dysfunctional family, but we always had adequate food, clothing and shelter and we all managed to leave home and live on our own without getting into any major legal problems. Just meeting that objective seems to be beyond the reach of many parents, but there are already government agencies responsible for taking care of unwanted children and abused children. Perhaps a better idea might be reform of those agencies.

 

I'm afraid that issuing licenses might just add to the government bureaucracy and contradict the sentiments of your first quote.
