What then is to be said about "life" forms that have no brain?  Are they dead?  Plants for example are considered "life"  

Key word here is sentience.  

Rather than having a conscience, a product of the brain, I argue that to be brain dead is to be sentient, limited to sentience, not dead.  To be brain dead is to have more in common with plants and trees.
